There is no single WhatsApp API price you can apply to every customer. A promotion, shipping update, login code, and customer service reply can all carry different costs.

The 24-hour Customer Service Window
A customer message opens the window. The 24-hour clock starts from the customer's most recent message and resets when that person writes again.
Your business can send free-form, non-template replies while the window is open. Outside it, you generally need an approved template to contact the customer. From October 1, the window still controls permission to send non-template replies, but it no longer removes the Meta fee from Service messages or in-window Utility templates.
Marketing and Authentication templates do not become free merely because the standard customer service window is open.
The 72-hour Free Entry Point Window
This window can open when a customer starts a conversation through an eligible Click-to-WhatsApp ad or Facebook Page call-to-action button and the business responds within Meta's required period.
The 72 hours begin with the qualifying business response. Eligible messages sent during that period carry no Meta message fee, including templates that would normally be charged. If the separate 24-hour customer service window closes, the business can continue sending eligible templates during the remaining free entry point period, but it cannot send free-form messages until the customer writes again.
The message fee may be zero, but the acquisition is not necessarily free. You still pay for the ad, and your BSP may charge for processing or platform use.
How Will the October 2026 Update Affect Your Bill?
The change matters most to support teams because every eligible business reply can become a billable message. A short acknowledgement followed by two separate answers may create three Service charges.
The example below uses current UK list rates as a planning assumption. It is not a final October quote. Replace the assumed $0.0220 Service and Utility rate with Meta's applicable October rate when the new card is published.

Under those assumptions, the same traffic rises by $26.40 a month. The increase comes from messages that currently carry no Meta fee, not from a larger campaign.
Build the same comparison with your own recipient markets and average replies per case. If one enquiry generates four separate responses, use four Service messages in the forecast, not one conversation.
How Do WhatsApp Volume Discounts Work?
Meta offers volume-based discounts for eligible Utility and Authentication messages. Marketing messages do not follow the same discount schedule.
Volume is calculated separately by market and category. This means India Utility traffic does not combine with Germany Utility traffic, and Utility messages do not combine with Authentication messages.
Only eligible charged messages count toward a tier. The totals reset each month, and the pricing is marginal. Reaching a lower-priced band does not reduce the price of messages already charged in an earlier band.
Using UK Utility messages as an example:

You would not multiply all 150,000 messages by the lower $0.0209 rate. Understanding this prevents you from underestimating the cost of a high-volume workflow.
What Other WhatsApp API Costs Should You Expect?
The price on Meta’s rate card is rarely the final amount on your invoice. Your provider may also charge a monthly subscription, agent or number fees, message markups, and additional fees for automation, AI, setup, or support.
Before choosing a provider, ask for a simple breakdown: how much goes to Meta, and how much goes to the provider? It is also worth checking whether incoming messages, failed sends, extra numbers, or additional agents create another charge.
Connecting directly to the WhatsApp Cloud API may look cheaper, but it is not automatically free. You still need an inbox, agent permissions, message routing, template management, reporting, and someone to maintain the setup. Include that time and development work when comparing your options.
